About the Author: Thomas W. Dwyer has learned and practiced public relations from the viewpoint of practical application - through working his way up from lineman to district manager with C&P Telephone Co. of Maryland, and public service such as president of the Washington County (Maryland) Chamber of Commerce, president of the Washington County Hospital Board of Trustees, and chairman of the City of Hagerstown Board of Zoning Appeals. As an Instructor for Management and Public Relations at Hagerstown Junior College, he has taught students about PR through those same pragmatic principles.
